None of this is going to make one iota of difference, it's the Judges that Pin these sored and abused horses who are at FAULT here. As long as they keep on doing this, nothing will change. No one abides by any Law, unless not doing so costs them a lot of money in Fines. ANY person who owns a sored horse should be banned from ever owning any animal for Life.
